Public policies represent a set of measures and choices adopted by the State with the aim of resolving challenges and meeting the demands of society. These policies are essential to ensure the progress of collective well-being, the reduction of discrepancies and economic growth. The scenario of the Covid-19 pandemic stands out as a relevant issue, since it has caused significant short- and long-term impacts on global health. In this sense, the question arises as to what direct and indirect consequences were experienced by children and adolescents, which is highlighted by the importance of this period of vital formation in social, emotional and educational aspects. The objective was to analyze the main public policies implemented in times of Covid-19 to guarantee access to health and education for children and adolescents during the pandemic. To this end, a bibliographic and documentary analysis was carried out, based on the verification of three reports on the Primary and Secondary Impacts of Covid-19 on Children and Adolescents, published by UNICEF Brazil, which offers a comprehensive and detailed analysis of the multifaceted consequences of the pandemic on this population. The time frame was set from 2020 to 2022. The reports gathered quantitative and qualitative data, highlighting the social vulnerability that affected children and adolescents, accentuated by economic inequality, poverty, social exclusion and the lack of access to basic services such as education and health.
